As Manager of People Operations, you will be critical to the success of HR, recruiting, and employee engagement for a rapidly growing government technology business. Responsibilities:
Human Resources & Compliance
- Serve as the primary administrator and power user of Paylocity and Jazz HR; drive continuous improvement of Paylocity and JazzHR processes to maximize efficiency and user adoption.
- Manage open enrollment for health benefits and oversee the relationship with the health insurance broker.
- Provide counseling and ongoing training to managers regarding employee issues, human resources compliance, and people operations best practices.
- Engage with employees to expeditiously respond to pressing individual needs as they arise.
- Maintain the employee handbook and all onboarding and compliance documentation.
- Ensure adherence to federal, state, and local employment laws, FAR/DFARS requirements, OFCCP regulations, and DCAA compliance standards.
- Manage EEO, AAP, and audit processes.
- Maintain accurate records and reporting within Paylocity to support government contracting obligations.
Recruiting & Onboarding
- Oversee talent acquisition resources including recruiters, resume reviewers, technical screeners, and executive decision makers, and adjust talent acquisition process as necessary to drive improvements.
- Collaborate with the delivery team to craft compelling job descriptions.
- Screen resumes and conduct initial interviews to ensure only qualified candidates are selected for additional interviews.
- Ensure candidates are receiving constant communication and engagement throughout the interview process.
- Design and implement onboarding programs that integrate seamlessly with Paylocity to deliver exceptional new-hire experiences.
Retention & Employee Engagement
- Foster a high-performance culture of excellence, transparency, collaboration, and innovation.
- Support integration of vision and values into organizational processes and day-to-day employee experience.
- Build meaningful relationships with individuals across the organization and maintain recurring touchpoints / administer benefits for individual milestones (e.g. birthdays, work anniversaries).
- Oversee training programs and initiatives to ensure we maintain a strong culture of continuous learning and improvement.
- Plan and execute in-person and virtual employee engagement events (e.g. happy hours, win parties, trainings, community service).
- Support and oversee incentive compensation plans to drive alignment and behaviors against strategic goals.
- Lead employee relations investigations, performance management processes, and engagement initiatives.
- Leverage Paylocity surveys and pulse checks to measure and improve employee satisfaction.
Qualifications:
- 6+ years of people operations experience with 3+ focused on the Federal technology market.
- Experience in a mature people operations team or track record of building systems and processes to support a scaling organization.
- Proven ability to navigate complex people issues and craft solutions for managers, individuals, and the organization.
- Excellent communication and interpersonal skills, with the ability to influence at all levels and build trusted relationships with employees, leadership, and external partners.
- Relevant people operations certifications (e.g. PHR/SPHR, SHRM-CP/SCP) preferred.
- Proficiency in Paylocity and JazzHR preferred.
- In-depth knowledge of federal contractor HR compliance requirements (FAR, DFARS, OFCCP, DCAA, Service Contract Act, etc.).
- Ambitious, growth-oriented leader with a clear desire to build and lead a federal people operations function and step into a VP role as the organization scales.
