The Office of Public Works (OPW) invites applications for appointment to the position of Advanced Scaffolder (General Operative Band 1) in the Kilkenny National Monuments District. This position will be based at the National Monuments Depot, Hebron Industrial Estate, Kilkenny.

Essential Eligibility Requirements

  • A valid CSCS Advanced Scaffolding Card;
  • A full, clean and current driving licence, minimum category B;*1,2
  • A minimum of 12 months on-site scaffolding experience; (post qualification)
  • A current Safepass card;**
  • A clear copy of their Employment Permit, if applicable (a non-EEA national, unless exempted, requires an employment permit to work in Ireland).*3

Note: * (1) If our Irish driving licence is restricted to driving cars with an automatic transmission only (denoted by the code 78 appearing on the licence), you are not eligible.

(2)From 1 January 2021 if you are resident in Ireland and hold a UK/NI driving licence it is no longer valid to drive on here in Ireland. It is not legal for driving purposes and must therefore be exchanged. It is vital that you have a valid driving licence and that you are legally allowed to drive in Ireland by exchanging a UK/NI licence for an Irish driving licence. Eligible candidates must be:

  1. A citizen of the European Economic Area (EEA). The EEA consists of the Member States of the European Union, Iceland, Liechtenstein and Norway; or
  2. A citizen of the United Kingdom (UK); or
  3. A citizen of Switzerland pursuant to the agreement between the EU and Switzerland on the free movement of persons; or
  4. A non-EEA citizen who has a stamp 41 or a Stamp 5 visa;

To qualify candidates must be eligible by the date of any job offer.

All non-EU/EEA citizens must hold a valid work permit prior to and for the duration of their contract. The work permit must allow you to work full time for the Office of Public Works. It is the responsibility of individual employees to ensure that you have a valid work permit. If at any stage during your contract you cease to hold a valid work permit you must immediately advise the Office of Public Works and your employment will cease with immediate effect.

Desirable Requirements

  • A C1 Driving licence.

The successful candidate will be required at times to complete other Advanced Scaffolder/General Operative Band 1 (Rural) duties set out by management.

Advanced Scaffolder/General Operative Band 1 (Rural)

The following list, which is not exhaustive, sets out the broad range of duties that may be required to be undertaken by an Advanced Scaffolder in the OPW. Variances in the requirements of individual posts will reflect the management and operational requirements of individual sites and areas of work.

As an Advanced Scaffolder you will need to be physically active and to be able to work with your hands. An awareness of health and safety and good housekeeping is essential as well as attention to detail.

The core duties and responsibilities of the position of Advanced Scaffolder in the OPW are multifaceted and varied.

  • Erecting/dismantling of scaffolding systems in accordance with manufacturers’ instructions;
  • Undertake inspections of scaffolding to include completion of all relevant H&S documentation, in particular GA3s and scaffolding inspection tags;
  • Complete the OPW scaffolding management system documents;
  • Experience of basic independent scaffolds – tube and fittings;
  • Have a thorough understanding of components, standards, ledgers, couplers etc.;
  • Knowledge of foundations, bracing and tying scaffolds, working platforms, ladder access and manual handling;
  • Knowledge of system scaffolds, kwikstage, cuplock and RMD;
  • Interpretation of drawings, quantifying components;
  • Erect mobile, static and loading bay towers;
  • Working on modern practices as well as restoration and conservation works;
  • Working on scaffolding, operating equipment and machinery;
  • Liaising with District Works Manager/Foreperson/Chargehand regarding site related work e.g. ordering materials in advance and keeping site work ongoing;
  • Reading drawings and working to them. Providing and taking templates for scaffolding and other trades. Understanding and reading levels from drawings;
  • Instructing, Training and working with a basic scaffolder;
  • Driving a mobile maintenance unit vehicle as required;
  • Keeping work areas clean, tidy and safe;
  • Lead and supervise staff as designated by management to include general operatives and apprentices;
  • Ensuring the safekeeping of all plant, tools, equipment and materials in your charge, or in use by others on the sites within your charge;
  • Cleaning of monuments, walk-ways and site area/buildings (including visitor centre/offices/canteen/facilities) as directed in accordance with requirements; this may include power washing, yard and hard surface cleaning, window cleaning and gutter cleaning;
  • To assist with keeping the site litter free. Work will involve hand-picking and automated litter collection, emptying bins; Collecting and disposing of litter from both inside and outside the site.; Recycling;
  • Undertaking general maintenance duties as required e.g. grass cutting, mowing lawns, strimming, weeding, weed-killing, scuffling/hoeing, sweeping, cutting hedges, and removing graffiti and weeds from facade of buildings; Operate lawn, ride-on mowers and tractors and any other equipment that may be necessary, including chainsaws; Use of hand and mechanical tools; Maintenance of grounds equipment and tools;
  • Assist craft grades such as Stonemasons, Stonecutters, Carpenters, Gardeners and Fitters in undertaking works such as laying paths/kerbs, mixing concrete/mortar, scaffolding, planting and painting;
  • Patrol and Security duties some of which are opening and closing site, gate duty, grounds patrol duty and event security; monitoring visitor activity on site; ensure and report to supervisor/manager on the security and protection of the site and monument;
  • To assist Gardeners with the implementation of floral and horticultural features on the site;
  • To assist with arboricultural works on successful completion of training.
