About the Role

This is the #1 Talent Acquisition role in China — a unique opportunity to build, shape, and lead the entire TA function as the company enters its next phase of growth. You will act as a strategic partner, trusted advisor, and hands-on builder, responsible for defining the recruitment strategy, elevating our employer brand, and personally delivering on the most critical mandates: headquarter-level leadership hires, niche senior specialist roles, and our flagship campus recruitment program.

You will inherit a motivated team and be empowered to scale it — setting the vision, building a highperformance culture, and developing the next generation of TA professionals. We’re looking for someone with fire in the belly: a relentless executor, a natural coach, and an ambitious leader who wants to leave a legacy.

If you love the intersection of strategy and people — and you’re ready to take full ownership of talent outcomes while working shoulder-to-shoulder with business leadership — this role is for you.

Key Responsibilities

Recruitment Strategy & Business Partnership

  • Architect and execute a comprehensive, innovative Talent Acquisition strategy aligned with TEKsystems China’s aggressive business growth plans.
  • Serve as the trusted Talent Advisor to the Country Head and senior leadership team, providing market intelligence, workforce planning insights, and data-driven recommendations on organizational design and hiring.
  • Proactively build talent pipelines for critical current and future needs, ensuring we stay ahead of the curve in a highly competitive IT services market.
  • Define and track key recruitment metrics (time-to-fill, quality of hire, source effectiveness, diversity pipeline health, offer acceptance rate), using data to continually refine strategies and present quarterly business reviews to leadership.

Experience and Senior Hiring

  • Personally own and drive the end-to-end recruitment lifecycle for Manager/Director-level and above roles, senior sales leaders, principal consultants, and other mission-critical positions where precision, discretion, and deep assessment are paramount.
  • Act as an executive talent scout — mapping the China IT services and technology landscapes, building long-term relationships with passive senior talent, and converting highcaliber professionals into advocates and candidates.
  • Craft and deliver compelling candidate experiences that reflect our brand promise; lead complex offers negotiations and act as a cultural ambassador throughout the process.

Campus Recruitment & Early Careers

  • Design, launch, and scale a best-in-class campus recruitment program that positions TEKsystems as the employer of choice for top-tier university graduates in China.
  • Build strategic partnerships with target universities, faculties, and career centers; orchestrate campus events, career fairs, hackathons, and tech talks that authentically connect with Gen Z talent.
  • Develop an industry-leading intern-to-hire framework, onboarding journeys, and early-career development tracks that fuel our long-term talent pipeline with high-potential future leaders.

Team Leadership & Development

  • Lead, mentor, and scale a dedicated Talent Acquisition team — setting clear goals, conducting regular performance dialogues, and creating a culture of accountability, collaboration, and continuous learning.
  • Uplevel the team’s capabilities in advanced sourcing techniques, competency-based interviewing, market mapping, and the use of recruitment technology tools.
  • Role-model the behaviors of a TEKsystems leader: people-first, results-obsessed, and endlessly curious about how we can get better tomorrow than we are today.

Employer Branding & DE&I

  • Partner with Marketing and HR to amplify TEKsystems China’s employer value proposition (EVP) across social platforms, career sites, and external forums, ensuring we tell a compelling and authentic story about what it’s like to build a career here.
  • Champion diversity, equity, and inclusion in every part of the hiring process — from job descriptions to diverse slate commitments to unbiased selection practices — and hold the team and stakeholders accountable for measurable progress.

What We’re Looking For

Must-Have Qualifications

  • 8+ years of progressive Talent Acquisition experience, with at least 2–3 years in a people management or team lead role, ideally within a multinational company.
  • Fluent English and Mandarin communication skills (both written and verbal) are nonnegotiable. You’ll operate daily in English with regional and global stakeholders while deeply engaging with the local China talent market.
  • Proven track record of personally closing senior and hard-to-fill roles in competitive industries; B2B, IT services, technology, professional services, or agency recruitment experience is strongly preferred.
  • Hands-on campus recruitment expertise — you’ve designed and executed graduate hiring programs from scratch or scaled them significantly, and you understand what it takes to attract and assess early-career talent in China.
  • Data-driven mindset — you’re comfortable using ATS (e.g., Workday, SuccessFactors), CRM, LinkedIn Recruiter, and analytics tools to drive decisions and influence leadership.
  • Ownership mentality — you’re a self-starter who thrives on being the go-to person, takes full accountability for outcomes, and moves with urgency and grit.
  • Natural leadership instincts demonstrate the ability to inspire, coach, and elevate a team, even if you’re early in your formal leadership journey.

Preferred Qualifications

  • Experience working in both in-house corporate TA environments and agency/recruitment firm settings is a distinct advantage — especially if you’ve recruited for IT services or technology consulting firms.
  • Exposure to regional or multi-country talent acquisition projects in Asia Pacific.
  • Certifications in assessment tools (e.g., Korn Ferry, Harrison) or design-thinking / agile recruiting methodologies are a plus.

Who You Are

  • Hungry and Driven: You have fire in the belly. You don’t wait for things to come to you — you go out and make them happen. You take setbacks as fuel and win as a reason to raise the bar even higher.
  • A Leader People Want to Follow: You lead from the front with integrity, empathy, and fierce belief in your people. Even if your leadership experience is still growing, your potential is unmistakable: you build trust fast, give honest feedback with care, and rally a team around a shared mission.
  • A Business-Builder, Not Just a Recruiter: You think like a business owner. You understand P&L implications of talent decisions, and you’re equally comfortable debating headcount plans with the Country Head as you are fine-tuning a sourcing string or closing a candidate over coffee.
  • Master Communicator: Your English is crisp and influential — you can write a compelling LinkedIn InMail, present a hiring strategy to global leadership, and coach a hiring manager on interview technique, all with clarity and conviction.
  • Resilient and Optimistic: The talent market is tough. You embrace the challenge, maintain composure under pressure, and inspire confidence in everyone around you.

Why Join TEKsystems?

  • Own Your Lane: This isn’t a role where you’ll be executing someone else’s strategy. You define the direction of TA for an entire country’s business, with the autonomy and trust to make bold decisions.
  • People-First, Growth-Focused Culture: We are a company built on “people who care about people.” We invest heavily in leader development, provide mentorship, and give you the platform to accelerate your career towards regional and global TA leadership roles.
  • Diverse, Inclusive, and Authentic: From our Women’s Leadership Forum to our flexible work practices and zero-tolerance stance on discrimination, we are deeply committed to creating an environment where everyone can bring their authentic self to work.
  • Global Backing, Local Impact: Benefit from the infrastructure, technology, and best practices of a world-class talent organization (Allegis Group), while owning the strategy and impact for the China market.
  • Competitive Rewards: We offer a comprehensive compensation package, performancebased incentives, and benefits that support your health, well-being, and long-term financial security.
